Hi,
of course it is in Russian. But used in imperial Russia.
Here is the translation for you: Grand Duke Semyon (first name) Bekbulatovich (patronimic name), a Tzar of all Russia.

That, in fact, should be "Grand Prince", not "Grand Duke". "Grand duke" should be translated as "Velikiy Gertsog". Although both this translations are OK for common speech, this question may be a matter of principle for history.
And it should be "Tsar", not "Tzar", i think.
